Call for Applications — Consultant for the Ex-Post Evaluation of the Global Africa Project

Context

Launched in 2021, the Global Africa Project is a pan-African initiative led by a consortium of four institutions: Université Gaston Berger (UGB) through the LASPAD (lead institution), the French National Research Institute for Sustainable Development (IRD), the LASDEL (Niger), and the International University of Rabat (UIR).Supported by the French Development Agency (AFD), the project aims to strengthen the quality, visibility, and sustainability of African research through the Global Africa journal — a multilingual, multidisciplinary, peer-reviewed platform dedicated to contemporary African social sciences and humanities.

As this first phase (2021–2025) comes to an end, the consortium seeks to recruit an external consultant to conduct the ex-post evaluation of the project, in order to assess results achieved, identify good practices, and propose recommendations for the sustainability of the initiative.


Purpose of the Assignment

The ex-post evaluation aims to assess the relevance, coherence, effectiveness, efficiency, impact, and sustainabilityof the Global Africa Project, in line with OECD/DAC criteria and AFD evaluation guidelines.

Specifically, the consultant will:

  • Assess the design, implementation, and outcomes of the project.

  • Identify its direct and indirect effects on African research ecosystems.

  • Analyze the institutional, financial, and scientific sustainability of the journal.

  • Capitalize on lessons learned and propose recommendations for a possible second phase.


Required Profile

The consultant must demonstrate:

  • A Master’s or PhD degree in social sciences, programme evaluation, or project management.

  • At least 5 years of experience in evaluating research or academic cooperation projects.

  • Strong knowledge of the African research landscape and academic institutions.

  • Mastery of mixed-methods approaches (qualitative and quantitative).

  • Excellent analytical, writing, and synthesis skills.

  • Fluency in French and good understanding of English.


Expected Deliverables

  1. Inception report outlining the methodology and work plan.

  2. Presentation of preliminary findings to the consortium.

  3. Draft evaluation report for review by the steering committee.

  4. Final evaluation report including the executive summary and operational recommendations.


Indicative Timeline

The assignment will span approximately 10 weeks between October and December 2025, under the supervision of the Global Africa Consortium Steering Committee, coordinated by LASPAD (UGB – Senegal).
