Legal advisor to the African Union · University Professor (Carthage University)

Mrs. Hajer GUELDICH, Tunisian, born in 1976 in Tunis.
Currently serving as the Legal Advisor of the African Union.
Full Professor of Public International Law at Carthage University, she has been teaching for 25 years. She is the Director of the Master's program in African Union Law and Policies, as well as the Director of the Research Laboratory on International Law, International Jurisdictions, and Comparative Constitutional Law at the Faculty of Legal Sciences of Tunis (Carthage University).
She was an elected member of the African Union Commission on International Law (AUCIL) from 2015 to 2023 and President of the Commission from 2022 to 2023. Additionally, she was a member of H.E Paul Kagamé's team of experts on the Institutional Reform of the African Union from 2017 to 2023.
Her doctoral thesis, defended in 2008 at the Faculty of Legal, Political, and Social Sciences of Tunis (University of Carthage) under the supervision of Professor Rafaâ Ben Achour, focused on “The Right of Intervention and Humanitarian Interventions: Status of Law and International Practice.”
She has authored of several books and articles on international law, international humanitarian law, human rights law, and political science.
Professor Gueldich has been a visiting professor at several prestigious institutions, including the University of Angers and the University of Rennes (France), the University of Venice and the University of Siena (Italy), Saint Joseph University (Lebanon), Laval University (Canada), the University of Coimbra (Portugal), the Pan-African University (Cameroon), and has also been a guest professor at the United Nations Regional Course on International Law in Addis Ababa.
She is a member of various national and international associations and a founding member of the African Women Leaders Network (AWLN) - Tunisia Chapter.
