He is currently the Georg Forster Senior Research Fellow (Alexander von Humboldt) at the Arnold-Bergstraesser Institute, Freiburg, Germany. Makulilo earned his Ph.D. in Political Science (Summa cum Laude) from Leipzig University, Germany, under the Deutschen Akademischen Austauschdienstes (DAAD) Scholarship. He has been the Editor-in-Chief of The African Review Journal (TARE) since 2012. Makulilo’s research focuses mainly on democracy, conflict studies, and gender. He recently co-authored a paper titled "From ‘Dar-es-Salaam’ to ‘Brill’: Beyond the North-South Polarity in Publishing Scientific Journals" (2024).
