Graeber et D. Wingrow y insistent longuement dans leur ouvrage <i>Au commencement \u00e9tait\u2026 Une nouvelle histoire de l\u2019humanit\u00e9. <\/i>Les choses changent mais affirmons-le clairement : il est urgent de continuer \u00e0 renouveler le regard que nous portons sur l\u2019Afrique, ses populations et ses pratiques. Et c\u2019est bien cette orientation qui repr\u00e9sente la trame de la r\u00e9flexion de ce num\u00e9ro, dont les textes sont \u00e0 la fois d\u2019une actualit\u00e9 br\u00fblante et portent sur des sujets n\u00e9cessitant une urgente remise en question. Habituellement, la succession des articles dans un <i>varia<\/i> est arbitraire ; cependant, nous proposons volontairement un ordre, car nous avons d\u00e9cel\u00e9 une trame g\u00e9n\u00e9rale lorsque l\u2019ensemble a \u00e9t\u00e9 r\u00e9uni. Ce <i>varia<\/i> est une fa\u00e7on de reconsid\u00e9rer \u00e9pist\u00e9mologiquement quelques d\u00e9fis \u2013 avec des cas concrets \u2013 propres \u00e0 ce continent qui n\u2019attend qu\u2019une chose : se r\u00e9inventer autrement.<\/p><p>C\u2019est ainsi que ce num\u00e9ro s\u2019ouvre sur le texte de Boubacar Diallo qui trace les contours, expose les apports et pointe les limites de l\u2019entr\u00e9e en vigueur de la convention de Malabo. En adoptant cette convention sur la cybers\u00e9curit\u00e9 et la protection des donn\u00e9es personnelles en 2014, l\u2019Union africaine comptait renforcer les l\u00e9gislations relatives aux transactions \u00e9lectroniques, \u00e0 la protection des donn\u00e9es personnelles, \u00e0 la promotion de la cybers\u00e9curit\u00e9 et \u00e0 la lutte contre la cybercriminalit\u00e9. L\u2019auteur souligne toutefois que l\u2019entr\u00e9e en vigueur tardive de ce cadre juridique continental combin\u00e9e \u00e0 l\u2019\u00e9volution acc\u00e9l\u00e9r\u00e9e et permanente des technologies telle l\u2019intelligence artificielle, place les acteurs communautaires et nationaux dans une n\u00e9cessit\u00e9 d\u2019actualisation constante face \u00e0 l\u2019\u00e9mergence de nouvelles formes de cybermenaces. Ceci exige aussi, d\u2019apr\u00e8s l\u2019auteur, qu\u2019il y ait une mise \u00e0 jour permanente de la convention afin de cerner s\u00fbrement les ph\u00e9nom\u00e8nes \u00e9mergents.&nbsp;<\/p><p>S\u2019en suit l\u2019article de Cilas Kemedjio, qui part de l\u2019ouvrage <i>Chemin d\u2019Europe<\/i> de Ferdinand Oyono pour mettre en avant la remise en question du savoir colonialiste, laquelle est n\u00e9cessaire \u00e0 la renaissance culturelle. L\u2019auteur questionne les conditions de l\u2019acc\u00e8s au savoir par les colonis\u00e9s, les biais pour les d\u00e9passer, ainsi que cette obsession d\u2019\u00eatre \u00ab \u00e9volu\u00e9 \u00bb. La litt\u00e9rature est pr\u00e9sent\u00e9e dans ce travail comme un immense r\u00e9seau de savoirs et de connaissances qui est amen\u00e9 \u00e0 se transformer.&nbsp;<\/p><p>Dans une sorte d\u2019encha\u00eenement, Abdoul Karim Saidou, dans son article intitul\u00e9 <i>\u00ab D\u00e9mocratie et ins\u00e9curit\u00e9 au Sahel : une cohabitation impossible ? \u00bb<\/i>, avance l\u2019id\u00e9e selon laquelle il serait possible pour la d\u00e9mocratie de s\u2019accommoder de l\u2019ins\u00e9curit\u00e9, en d\u00e9veloppant des strat\u00e9gies d\u2019adaptation ; et qu\u2019elle est \u00e0 m\u00eame de participer \u00e0 la r\u00e9gulation de la crise au Sahel. En ce sens, les cas du Nigeria, du Mali (organisation d\u2019\u00e9lections en temps de crise) et celui du Burkina Faso (le m\u00e9canisme de Situation room) r\u00e9v\u00e8lent une certaine capacit\u00e9 de r\u00e9silience des \u00c9tats, m\u00eame en p\u00e9riode de crise. L\u2019auteur y questionne \u00ab l\u2019\u00e9pist\u00e9micide \u00bb et son r\u00f4le dans l\u2019\u00e9puisement institutionnalis\u00e9 des savoirs endog\u00e8nes africains. Sa d\u00e9monstration permet de comprendre comment les m\u00e9canismes de l\u2019\u00e9pist\u00e9micide ont contribu\u00e9 \u00e0 la destruction des patrimoines, de l\u2019humanit\u00e9, des civilisations et des connaissances africaines. L\u2019auteur explique qu\u2019en s\u2019appuyant de nouveau sur les savoirs endog\u00e8nes, l\u2019Afrique pourra r\u00e9ellement entamer son d\u00e9veloppement et mieux envisager les relations avec le reste du monde.<\/p><p>De mani\u00e8re cette fois-ci plus sp\u00e9cifique, Jacques Tshibwabwa Kuditshini aborde la n\u00e9cessaire r\u00e9activation des savoirs endog\u00e8nes dans la gestion de la pand\u00e9mie de la Covid-19, par le biais d\u2019une d\u00e9marche th\u00e9orico-\u00e9pist\u00e9mologique. Pour ce faire, l\u2019auteur insiste, en exposant des cas concrets, sur cette reconstruction des savoirs endog\u00e8nes. Cela suppose de les mettre en corr\u00e9lation avec les savoirs dits \u00ab scientifiques \u00bb avec, comme toile de fond, la pluralit\u00e9 de la pens\u00e9e humaine.<\/p><p>De son c\u00f4t\u00e9, Cheikh Ciss\u00e9 nous expose l\u2019improbable lien entre les impacts climatiques et les enjeux s\u00e9curitaires dans la grande r\u00e9gion du Sahel. Les donn\u00e9es empiriques d\u00e9voilent que le retard \u00e9conomique accentue les effets de la crise climatique et pose, de fa\u00e7on manifeste, de r\u00e9els enjeux s\u00e9curitaires.<\/p><p>Ce num\u00e9ro varia donne aussi la parole, sous la forme d\u2019une conversation, \u00e0 Mamadou Diouf et Felwine Sarr, invit\u00e9s \u00e0 s\u2019exprimer sans d\u00e9tour sur la crise d\u00e9mocratique que conna\u00eet le S\u00e9n\u00e9gal. Les deux penseurs insistent sur le r\u00f4le que joue l\u2019universit\u00e9 dans le tumulte politique que traverse le pays ces derniers temps. Mame-Penda Ba, dans un second entretien, questionne Toussaint M. Kafarhire sur la nature du Mouvement du 23-Mars au Congo, ses enjeux et son impact sur la r\u00e9gion et ses populations.<\/p><p>Enfin, l\u2019article de Toussaint M. Kafarhire revient sur l\u2019objet de la cinqui\u00e8me conf\u00e9rence biennale de l\u2019Association des \u00e9tudes africaines d\u2019Afrique (AEAA), intitul\u00e9e \u00ab Rapatrier l\u2019Afrique : probl\u00e9matiques anciennes et perspectives critiques \u00bb. Il est question principalement d\u2019un renouvellement \u00e9pist\u00e9mologique fond\u00e9 sur le rapatriement du patrimoine africain, vol\u00e9 pendant la p\u00e9riode coloniale. Cette id\u00e9e est approfondie par le biais des concepts suivants : celui de la \u00ab restitution \u00bb du patrimoine culturel africain, tout d\u2019abord, autour duquel gravitent les concepts de \u00ab r\u00e9paration \u00bb, \u00ab restauration \u00bb et celui de \u00ab rapatriement \u00bb. Le tout fonctionnant comme un ensemble syst\u00e9mique et indissociable. Par ailleurs, la conf\u00e9rence, comme le mentionne l\u2019auteur, a donn\u00e9 lieu \u00e0 un certain nombre de recommandations.<\/p><p>Nous n\u2019allons pas clore cet \u00e9ditorial sans dire un mot sur la couverture de ce num\u00e9ro. Le choix d\u2019une \u0153uvre de Baye Mballo K\u00e9b\u00e9 sur Gor\u00e9e n\u2019est pas arbitraire. Cet artiste, aux multiples visages et au talent g\u00e9n\u00e9reux, a peint cette toile repr\u00e9sentant un lieu o\u00f9 la m\u00e9moire collective fait face \u00e0 un monde en devenir. Cette m\u00e9moire collective nous la retrouvons \u00e0 travers l\u2019usure des marches, la profondeur des couleurs et le poids de l\u2019atmosph\u00e8re ; le monde en devenir est cet escalier ayant men\u00e9 des corps, des \u00e2mes charg\u00e9es d\u2019incertitude et d\u2019incompr\u00e9hension, vers un monde inconnu. D\u2019aucuns s\u2019interrogeraient sur le lien entre le choix de la couverture et les articles de ce varia. Disons-le sans d\u00e9tour : ce num\u00e9ro est \u00e0 l\u2019image de cette toile, en ce sens que, en d\u00e9pit de tous les travaux pass\u00e9s, l\u2019Afrique n\u2019est pas un sujet tomb\u00e9 en d\u00e9su\u00e9tude ; au contraire, il s\u2019agit d\u2019un terrain offrant et exposant de nouvelles perspectives. Nous avons l\u00e0 un premier num\u00e9ro comme un espace de diversit\u00e9 th\u00e9matique, de complexit\u00e9 probl\u00e9matique, d\u2019investigations m\u00e9thodiques, mais aussi comme un espace de changement.<\/p><p>L\u2019engagement de la revue en faveur du multilinguisme dans la publication scientifique reste constant. \u00e9ditoriale propose un \u00e9ventail disciplinaire puisqu\u2019y sont trait\u00e9es des questions relevant de l\u2019\u00e9pist\u00e9mologie, de la litt\u00e9rature, de la science politique, de l\u2019IA et de l\u2019\u00e9volution du droit, ainsi que celles relatives \u00e0 la s\u00e9curit\u00e9 sous diff\u00e9rents aspects. Si l\u2019objectif de Global Africa est la promotion de la recherche scientifique en Afrique, ce premier varia ne d\u00e9roge pas \u00e0 la r\u00e8gle. M\u00eame si le continent a fait l\u2019objet de plusieurs \u00e9tudes (et continue de l\u2019\u00eatre), les analyses ont \u00e9t\u00e9, tr\u00e8s souvent, men\u00e9es pour des r\u00e9sultats fix\u00e9s \u00e0 l\u2019avance ; D. Graeber et D. Wingrow y insistent longuement dans leur ouvrage Au commencement \u00e9tait\u2026 Une nouvelle histoire de l\u2019humanit\u00e9. Les choses changent mais affirmons-le clairement : il est urgent de continuer \u00e0 renouveler le regard que nous portons sur l\u2019Afrique, ses populations et ses pratiques. Et c\u2019est bien cette orientation qui repr\u00e9sente la trame de la r\u00e9flexion de ce num\u00e9ro, dont les textes sont \u00e0 la fois d\u2019une actualit\u00e9 br\u00fblante et portent sur des sujets n\u00e9cessitant une urgente remise en question. Habituellement, la succession des articles dans un varia est arbitraire ; cependant, nous proposons volontairement un ordre, car nous avons d\u00e9cel\u00e9 une trame g\u00e9n\u00e9rale lorsque l\u2019ensemble a \u00e9t\u00e9 r\u00e9uni. Ce varia est une fa\u00e7on de reconsid\u00e9rer \u00e9pist\u00e9mologiquement quelques d\u00e9fis \u2013 avec des cas concrets \u2013 propres \u00e0 ce continent qui n\u2019attend qu\u2019une chose : se r\u00e9inventer autrement. C\u2019est ainsi que ce num\u00e9ro s\u2019ouvre sur le texte de Boubacar Diallo qui trace les contours, expose les apports et pointe les limites de l\u2019entr\u00e9e en vigueur de la convention de Malabo. En adoptant cette convention sur la cybers\u00e9curit\u00e9 et la protection des donn\u00e9es personnelles en 2014, l\u2019Union africaine comptait renforcer les l\u00e9gislations relatives aux transactions \u00e9lectroniques, \u00e0 la protection des donn\u00e9es personnelles, \u00e0 la promotion de la cybers\u00e9curit\u00e9 et \u00e0 la lutte contre la cybercriminalit\u00e9. L\u2019auteur souligne toutefois que l\u2019entr\u00e9e en vigueur tardive de ce cadre juridique continental combin\u00e9e \u00e0 l\u2019\u00e9volution acc\u00e9l\u00e9r\u00e9e et permanente des technologies telle l\u2019intelligence artificielle, place les acteurs communautaires et nationaux dans une n\u00e9cessit\u00e9 d\u2019actualisation constante face \u00e0 l\u2019\u00e9mergence de nouvelles formes de cybermenaces. Ceci exige aussi, d\u2019apr\u00e8s l\u2019auteur, qu\u2019il y ait une mise \u00e0 jour permanente de la convention afin de cerner s\u00fbrement les ph\u00e9nom\u00e8nes \u00e9mergents.&nbsp; S\u2019en suit l\u2019article de Cilas Kemedjio, qui part de l\u2019ouvrage Chemin d\u2019Europe de Ferdinand Oyono pour mettre en avant la remise en question du savoir colonialiste, laquelle est n\u00e9cessaire \u00e0 la renaissance culturelle. L\u2019auteur questionne les conditions de l\u2019acc\u00e8s au savoir par les colonis\u00e9s, les biais pour les d\u00e9passer, ainsi que cette obsession d\u2019\u00eatre \u00ab \u00e9volu\u00e9 \u00bb. La litt\u00e9rature est pr\u00e9sent\u00e9e dans ce travail comme un immense r\u00e9seau de savoirs et de connaissances qui est amen\u00e9 \u00e0 se transformer.&nbsp; Dans une sorte d\u2019encha\u00eenement, Abdoul Karim Saidou, dans son article intitul\u00e9 \u00ab D\u00e9mocratie et ins\u00e9curit\u00e9 au Sahel : une cohabitation impossible ? \u00bb, avance l\u2019id\u00e9e selon laquelle il serait possible pour la d\u00e9mocratie de s\u2019accommoder de l\u2019ins\u00e9curit\u00e9, en d\u00e9veloppant des strat\u00e9gies d\u2019adaptation ; et qu\u2019elle est \u00e0 m\u00eame de participer \u00e0 la r\u00e9gulation de la crise au Sahel. En ce sens, les cas du Nigeria, du Mali (organisation d\u2019\u00e9lections en temps de crise) et celui du Burkina Faso (le m\u00e9canisme de Situation room) r\u00e9v\u00e8lent une certaine capacit\u00e9 de r\u00e9silience des \u00c9tats, m\u00eame en p\u00e9riode de crise. L\u2019auteur insiste, toutefois, sur les variables qui mettent \u00e0 mal l\u2019existence de la cohabitation entre la d\u00e9mocratie et l\u2019ins\u00e9curit\u00e9. Dans cette succession s\u2019ins\u00e8re l\u2019article de John Ayotunde (Tunde) Isola Bewaji, insistant sur la position du savoir en tant qu\u2019outil de contr\u00f4le de la r\u00e9alit\u00e9. L\u2019auteur y questionne \u00ab l\u2019\u00e9pist\u00e9micide \u00bb et son r\u00f4le dans l\u2019\u00e9puisement institutionnalis\u00e9 des savoirs endog\u00e8nes africains. Sa d\u00e9monstration permet de comprendre comment les m\u00e9canismes de l\u2019\u00e9pist\u00e9micide ont contribu\u00e9 \u00e0 la destruction des patrimoines, de l\u2019humanit\u00e9, des civilisations et des connaissances africaines. L\u2019auteur explique qu\u2019en s\u2019appuyant de nouveau sur les savoirs endog\u00e8nes, l\u2019Afrique pourra r\u00e9ellement entamer son d\u00e9veloppement et mieux envisager les relations avec le reste du monde. De mani\u00e8re cette fois-ci plus sp\u00e9cifique, Jacques Tshibwabwa Kuditshini aborde la n\u00e9cessaire r\u00e9activation des savoirs endog\u00e8nes dans la gestion de la pand\u00e9mie de la Covid-19, par le biais d\u2019une d\u00e9marche th\u00e9orico-\u00e9pist\u00e9mologique. Pour ce faire, l\u2019auteur insiste, en exposant des cas concrets, sur cette reconstruction des savoirs endog\u00e8nes. Cela suppose de les mettre en corr\u00e9lation avec les savoirs dits \u00ab scientifiques \u00bb avec, comme toile de fond, la pluralit\u00e9 de la pens\u00e9e humaine. De son c\u00f4t\u00e9, Cheikh Ciss\u00e9 nous expose l\u2019improbable lien entre les impacts climatiques et les enjeux s\u00e9curitaires dans la grande r\u00e9gion du Sahel.
