danse de la victoire en relisant le texte de David Mills et de Toluwase Asubiaro dans ce num\u00e9ro. Pourtant depuis quelques jours, je baignais dans une liesse que rien ne semblait pouvoir perturber. <i>Global<\/i> <i>Africa<\/i>, revue que nous avions cr\u00e9\u00e9e depuis moins de trois ans, venait d\u2019\u00eatre index\u00e9e successivement par African Journals OnLine (AJOL) et par Directory of Open Access Journals (DOAJ) \u00e0 une semaine d\u2019intervalle au mois d\u2019ao\u00fbt 2024. Cette double validation de la robustesse des processus \u00e9ditoriaux, \u00e9tablis pour assurer la qualit\u00e9, la r\u00e9gularit\u00e9, la transparence, l\u2019accessibilit\u00e9, valait bien quelques pas de danse de victoire ! D\u2019autant plus qu\u2019avec cette indexation, le S\u00e9n\u00e9gal venait de rentrer dans la liste des pays africains francophones repr\u00e9sent\u00e9s dans le DOAJ ! Et pour partager ce succ\u00e8s, ce titre glorieux, nous avons assailli les r\u00e9seaux sociaux et communiqu\u00e9 dans toutes les langues cette heureuse nouvelle. Nous avions en effet presque touch\u00e9 le Graal des revues \u2013 le Graal en l\u2019occurrence \u00e9tant l\u2019indexation en cours pour Scopus, pour lequel nous attendions les r\u00e9sultats de la soumission, mais avions \u00e9t\u00e9 pr\u00e9venus que cela prendrait plusieurs mois.    <\/p><p>Puis sont arriv\u00e9es les \u00e9preuves des articles du<i> num\u00e9ro<\/i> <i>7<\/i> qui, par une heureuse co\u00efncidence, portait sur les d\u00e9fis de l\u2019\u00e9dition scientifique en Afrique. Sans \u00e9videmment s\u2019y limiter, un certain nombre d\u2019articles montrent comment la g\u00e9opolitique de l\u2019\u00e9dition scientifique globale exclut l\u2019Afrique, ses langues et ses chercheurs. On y rappelle que les syst\u00e8mes embryonnaires mis en place au lendemain des ind\u00e9pendances ont \u00e9t\u00e9 durablement d\u00e9structur\u00e9s par les ajustements structurels des ann\u00e9es 1980, l\u2019absence de financement, de ressources humaines sp\u00e9cialis\u00e9es et de strat\u00e9gie. En cons\u00e9quence les revues africaines restent anonymes, de pi\u00e8tre qualit\u00e9 et absentes des index.    <\/p><p>Alors \u00e0 la fiert\u00e9 est venu s\u2019ajouter un m\u00e9lange de malaise, de pudeur et de doute, dissipant presque mon euphorie. En faisant un rapide travail d\u2019introspection, j\u2019ai compris que ma g\u00eane venait du fait que je c\u00e9l\u00e9brais \u2013 de la m\u00eame fa\u00e7on que mes coll\u00e8gues nig\u00e9rians Nnaji et Adibe (Mills &amp; Asubiaro, 2024) \u2013, au fond, la \u00ab vraie \u00bb naissance de Global Africa, \u00e0 savoir la garantie que nous serions enfin vus et reconnus par la communaut\u00e9 des chercheurs \u00e0 l\u2019\u00e9chelle mondiale. Nous avions beau \u00eatre d\u00e9j\u00e0 l\u00e0, \u00eatre d\u00e9j\u00e0 pertinents, \u00eatre d\u00e9j\u00e0 \u00ab beaux \u00bb, peut importait cette existence pr\u00e9alable si elle n\u2019\u00e9tait pas sanctionn\u00e9e par notre ticket d\u2019entr\u00e9e dans le club tr\u00e8s ferm\u00e9, dans l\u2019aristocratie tr\u00e8s dandy des revues scientifiques index\u00e9es (en open access pour DOAJ). Nous venions, parce que reconnus par les autres, d\u2019\u00eatre enfin \u00ab visibles \u00bb et donc pleinement l\u00e9gitimes et dor\u00e9navant fr\u00e9quentables par tous les chercheurs. C\u2019est ce qu\u2019offre l\u2019indexation. Pour quelqu\u2019un qui pense la d\u00e9colonialit\u00e9, la pluriversalit\u00e9, le d\u00e9centrement et l\u2019existence en dehors du regard de l\u2019Occident, c\u2019\u00e9tait une grande contradiction.     <\/p><p>Alors j\u2019ai stopp\u00e9 net ma danse de la victoire pour mesurer \u00e0 nouveau la lourdeur du fardeau et l\u2019immensit\u00e9 de la responsabilit\u00e9 qui est celle des \u00e9diteurs africains. Je dirais, par souci de synth\u00e8se et parce que le petit espace qu\u2019offre un \u00e9ditorial ne permet pas de contenir les \u00e9tats d\u2019\u00e2me d\u2019une r\u00e9dactrice en chef africaine, que sa mission consiste \u00e0 aller au-del\u00e0 des dilemmes et des contradictions. Je dis cela car ce qui ressort de ce num\u00e9ro en fin de compte, c\u2019est que toutes les formules propos\u00e9es pour construire des \u00e9cosyst\u00e8mes stimulants de recherche, de publication et de diffusion des r\u00e9sultats scientifiques, prises dans leurs contextes, sont pertinentes. Elles ne s\u2019excluent pas mais se compl\u00e8tent parce qu\u2019en r\u00e9alit\u00e9, nous devons \u00eatre pertinents et reconnus, grands ou petits (au choix) mais beaux toujours, nous devons c\u00e9l\u00e9brer toutes les reconnaissances faites \u00e0 un travail de qualit\u00e9 sans nous sentir coupables mais sans oublier l\u2019injustice du syst\u00e8me, nous devons rendre disponibles toutes les possibilit\u00e9s qui \u00e9vitent l\u2019uniformit\u00e9, le monolinguisme.   <\/p><p>Aller au-del\u00e0 des dilemmes consiste \u00e0 la fois \u00e0 assurer la qualit\u00e9, la l\u00e9gitimit\u00e9 et la cr\u00e9dibilit\u00e9 (qui passent dor\u00e9navant presque toujours par l\u2019inclusion dans les index) tout en maintenant notre devoir d\u2019indignation devant la violence incroyable qu\u2019un petit groupe de multinationales de l\u2019\u00e9dition scientifique fait peser sur le Sud global et sur l\u2019Afrique en particulier (voir le texte de Madeleine Markey).<\/p><p>Mais la v\u00e9ritable t\u00e2che qui est la n\u00f4tre est de construire des infrastructures publiques diversifi\u00e9es pour la recherche, sa publication et son utilisation, infrastructures qui ont en commun le partage des connaissances, l\u2019inscription de celles-ci au c\u0153ur des projets de d\u00e9veloppement du continent et l\u2019offre simultan\u00e9e de r\u00e9ponses face aux vuln\u00e9rabilit\u00e9s globales que produit l\u2019industrie \u00e9ditoriale.<\/p><p>C\u2019est ce que j\u2019appelle l\u2019\u00ab afrostructure \u00bb de l\u2019\u00e9dition scientifique : penser, construire et financer l\u2019\u00e9dition scientifique africaine \u00e0 partir de dispositifs intelligents (utilisant le num\u00e9rique et l\u2019IA), collaboratifs, plurilingues, souverains (financements endog\u00e8nes), ouverts \u00e0 tous les publics (scientifiques, d\u00e9cideurs, soci\u00e9t\u00e9 civile, citoyens, secteur priv\u00e9, m\u00e9dias) sensibles \u00e0 la diversit\u00e9 des valeurs, \u00e0 la pr\u00e9sence des femmes, des jeunes, et proposant des formes de reconnaissance du travail scientifique qui d\u00e9passent la seule production d\u2019articles.<\/p><p>Si, comme je le crois, nous devons forger nos propres destins, modeler d\u00e8s aujourd\u2019hui ce qui doit advenir, il faut penser aux conditions pour r\u00e9aliser la pr\u00e9sence africaine (Alioune Diop) des revues africaines dans le monde, pr\u00e9sence qui n\u2019est pas imitation, int\u00e9gration, assimilation dans les process des autres, mais pr\u00e9sence qui permet d\u2019offrir une autre option que celle de la course effr\u00e9n\u00e9e dans la production industrielle des articles, dans l\u2019imposition d\u2019une langue h\u00e9g\u00e9monique, ou des standards occidentaux. Ce retour vers le sens, vers les gens, vers la discussion v\u00e9ritable de ce qu\u2019on a (pas) trouv\u00e9, dans une multiplicit\u00e9 de langues, de cultures scientifiques, de questionnements, c\u2019est aussi ce que l\u2019on esp\u00e8re de l\u2019Afrique. <\/p><p>On esp\u00e8re aussi de l\u2019Afrique qu\u2019elle joue un r\u00f4le fondamental pour un retour vers une science multilingue et un monde de la traduction. Nous devons et pouvons imposer aux g\u00e9ants angloam\u00e9ricains de l\u2019\u00e9dition scientifique et aux grandes universit\u00e9s qui dominent les classements internationaux, la traduction des articles, ainsi qu\u2019un nouveau cr\u00e9do : moins d\u2019articles, mieux d\u2019articles. L\u2019exp\u00e9rience de <i>Global<\/i> <i>Africa<\/i> montre que les co\u00fbts en traduction sont parfaitement supportables pour les revues appartenant aux grands groupes et aux grandes universit\u00e9s, puisque la traduction et la r\u00e9vision int\u00e9grales d\u2019un num\u00e9ro comprenant huit articles de recherche dans une autre langue sont de 3000 euros. La traduction est gratuite quand on demande aux auteurs et autrices de fournir les r\u00e9sum\u00e9s de leurs articles dans leurs langues maternelles.  <\/p><p>L\u2019id\u00e9e que la traduction co\u00fbte cher et retarde le processus \u00e9ditorial est donc un \u00e9pouvantail destin\u00e9 \u00e0 maintenir un statu quo qui nuit \u00e0 la bibliodiversit\u00e9 et au plurilinguisme. Gr\u00e2ce \u00e0 un groupe de traducteurs que nous faisons travailler simultan\u00e9ment, nous mettons environ quatre semaines pour traduire et r\u00e9viser chaque article, et rentrons donc parfaitement dans le d\u00e9lai de quarante semaines entre la soumission d\u2019un article complet et sa publication dans deux langues au moins. <\/p><p>Ce num\u00e9ro est un beau num\u00e9ro. Il est aur\u00e9ol\u00e9 de la g\u00e9n\u00e9rosit\u00e9 et de la rigueur de ses coordonnateurs scientifiques (David Mills, Stephanie Kitchen et Bouchra Sidi-Hida), qui ont travaill\u00e9 avec d\u00e9vouement depuis une ann\u00e9e. Gr\u00e2ce \u00e0 eux, nous avons tous les \u00e9l\u00e9ments pour prendre la juste mesure des d\u00e9fis de l\u2019\u00e9dition scientifique africaine et aller vers les meilleures r\u00e9ponses. Il nous met beaucoup d\u2019\u00e9toiles dans la t\u00eate, autant que Gaindsat-1A, le premier nanosatellite que le S\u00e9n\u00e9gal vient d\u2019envoyer dans l\u2019espace. relisant le texte de David Mills et de Toluwase Asubiaro dans ce num\u00e9ro. Pourtant depuis quelques jours, je baignais dans une liesse que rien ne semblait pouvoir perturber. Global Africa, revue que nous avions cr\u00e9\u00e9e depuis moins de trois ans, venait d\u2019\u00eatre index\u00e9e successivement par African Journals OnLine (AJOL) et par Directory of Open Access Journals (DOAJ) \u00e0 une semaine d\u2019intervalle au mois d\u2019ao\u00fbt 2024. Cette double validation de la robustesse des processus \u00e9ditoriaux, \u00e9tablis pour assurer la qualit\u00e9, la r\u00e9gularit\u00e9, la transparence, l\u2019accessibilit\u00e9, valait bien quelques pas de danse de victoire ! D\u2019autant plus qu\u2019avec cette indexation, le S\u00e9n\u00e9gal venait de rentrer dans la liste des pays africains francophones repr\u00e9sent\u00e9s dans le DOAJ ! Et pour partager ce succ\u00e8s, ce titre glorieux, nous avons assailli les r\u00e9seaux sociaux et communiqu\u00e9 dans toutes les langues cette heureuse nouvelle. Nous avions en effet presque touch\u00e9 le Graal des revues \u2013 le Graal en l\u2019occurrence \u00e9tant l\u2019indexation en cours pour Scopus, pour lequel nous attendions les r\u00e9sultats de la soumission, mais avions \u00e9t\u00e9 pr\u00e9venus que cela prendrait plusieurs mois. Puis sont arriv\u00e9es les \u00e9preuves des articles du num\u00e9ro 7 qui, par une heureuse co\u00efncidence, portait sur les d\u00e9fis de l\u2019\u00e9dition scientifique en Afrique. Sans \u00e9videmment s\u2019y limiter, un certain nombre d\u2019articles montrent comment la g\u00e9opolitique de l\u2019\u00e9dition scientifique globale exclut l\u2019Afrique, ses langues et ses chercheurs. On y rappelle que les syst\u00e8mes embryonnaires mis en place au lendemain des ind\u00e9pendances ont \u00e9t\u00e9 durablement d\u00e9structur\u00e9s par les ajustements structurels des ann\u00e9es 1980, l\u2019absence de financement, de ressources humaines sp\u00e9cialis\u00e9es et de strat\u00e9gie. En cons\u00e9quence les revues africaines restent anonymes, de pi\u00e8tre qualit\u00e9 et absentes des index. Alors \u00e0 la fiert\u00e9 est venu s\u2019ajouter un m\u00e9lange de malaise, de pudeur et de doute, dissipant presque mon euphorie. En faisant un rapide travail d\u2019introspection, j\u2019ai compris que ma g\u00eane venait du fait que je c\u00e9l\u00e9brais \u2013 de la m\u00eame fa\u00e7on que mes coll\u00e8gues nig\u00e9rians Nnaji et Adibe (Mills &amp; Asubiaro, 2024) \u2013, au fond, la \u00ab vraie \u00bb naissance de Global Africa, \u00e0 savoir la garantie que nous serions enfin vus et reconnus par la communaut\u00e9 des chercheurs \u00e0 l\u2019\u00e9chelle mondiale. Nous avions beau \u00eatre d\u00e9j\u00e0 l\u00e0, \u00eatre d\u00e9j\u00e0 pertinents, \u00eatre d\u00e9j\u00e0 \u00ab beaux \u00bb, peut importait cette existence pr\u00e9alable si elle n\u2019\u00e9tait pas sanctionn\u00e9e par notre ticket d\u2019entr\u00e9e dans le club tr\u00e8s ferm\u00e9, dans l\u2019aristocratie tr\u00e8s dandy des revues scientifiques index\u00e9es (en open access pour DOAJ). Nous venions, parce que reconnus par les autres, d\u2019\u00eatre enfin \u00ab visibles \u00bb et donc pleinement l\u00e9gitimes et dor\u00e9navant fr\u00e9quentables par tous les chercheurs. C\u2019est ce qu\u2019offre l\u2019indexation. Pour quelqu\u2019un qui pense la d\u00e9colonialit\u00e9, la pluriversalit\u00e9, le d\u00e9centrement et l\u2019existence en dehors du regard de l\u2019Occident, c\u2019\u00e9tait une grande contradiction. Alors j\u2019ai stopp\u00e9 net ma danse de la victoire pour mesurer \u00e0 nouveau la lourdeur du fardeau et l\u2019immensit\u00e9 de la responsabilit\u00e9 qui est celle des \u00e9diteurs africains. Je dirais, par souci de synth\u00e8se et parce que le petit espace qu\u2019offre un \u00e9ditorial ne permet pas de contenir les \u00e9tats d\u2019\u00e2me d\u2019une r\u00e9dactrice en chef africaine, que sa mission consiste \u00e0 aller au-del\u00e0 des dilemmes et des contradictions. Je dis cela car ce qui ressort de ce num\u00e9ro en fin de compte, c\u2019est que toutes les formules propos\u00e9es pour construire des \u00e9cosyst\u00e8mes stimulants de recherche, de publication et de diffusion des r\u00e9sultats scientifiques, prises dans leurs contextes, sont pertinentes. Elles ne s\u2019excluent pas mais se compl\u00e8tent parce qu\u2019en r\u00e9alit\u00e9, nous devons \u00eatre pertinents et reconnus, grands ou petits (au choix) mais beaux toujours, nous devons c\u00e9l\u00e9brer toutes les reconnaissances faites \u00e0 un travail de qualit\u00e9 sans nous sentir coupables mais sans oublier l\u2019injustice du syst\u00e8me, nous devons rendre disponibles toutes les possibilit\u00e9s qui \u00e9vitent l\u2019uniformit\u00e9, le monolinguisme. Aller au-del\u00e0 des dilemmes consiste \u00e0 la fois \u00e0 assurer la qualit\u00e9, la l\u00e9gitimit\u00e9 et la cr\u00e9dibilit\u00e9 (qui passent dor\u00e9navant presque toujours par l\u2019inclusion dans les index) tout en maintenant notre devoir d\u2019indignation devant la violence incroyable qu\u2019un petit groupe de multinationales de l\u2019\u00e9dition scientifique fait peser sur le Sud global et sur l\u2019Afrique en particulier (voir le texte de Madeleine Markey). Mais la v\u00e9ritable t\u00e2che qui est la n\u00f4tre est de construire des infrastructures publiques diversifi\u00e9es pour la recherche, sa publication et son utilisation, infrastructures qui ont en commun le partage des connaissances, l\u2019inscription de celles-ci au c\u0153ur des projets de d\u00e9veloppement du continent et l\u2019offre simultan\u00e9e de r\u00e9ponses face aux vuln\u00e9rabilit\u00e9s globales que produit l\u2019industrie \u00e9ditoriale. C\u2019est ce que j\u2019appelle l\u2019\u00ab afrostructure \u00bb de l\u2019\u00e9dition scientifique : penser, construire et financer l\u2019\u00e9dition scientifique africaine \u00e0 partir de dispositifs intelligents (utilisant le num\u00e9rique et l\u2019IA), collaboratifs, plurilingues, souverains (financements endog\u00e8nes), ouverts \u00e0 tous les publics (scientifiques, d\u00e9cideurs, soci\u00e9t\u00e9 civile, citoyens, secteur priv\u00e9, m\u00e9dias) sensibles \u00e0 la diversit\u00e9 des valeurs, \u00e0 la pr\u00e9sence des femmes, des jeunes, et proposant des formes de reconnaissance du travail scientifique qui d\u00e9passent la seule production d\u2019articles. Si, comme je le crois, nous devons forger nos propres destins, modeler d\u00e8s aujourd\u2019hui ce qui doit advenir, il faut penser aux conditions pour r\u00e9aliser la pr\u00e9sence africaine (Alioune Diop) des revues africaines dans le monde, pr\u00e9sence qui n\u2019est pas imitation, int\u00e9gration, assimilation dans les process des autres, mais pr\u00e9sence qui permet d\u2019offrir une autre option que celle de la course effr\u00e9n\u00e9e dans la production industrielle des articles, dans l\u2019imposition d\u2019une langue h\u00e9g\u00e9monique, ou des standards occidentaux. Ce retour vers le sens, vers les gens, vers la discussion v\u00e9ritable de ce qu\u2019on a (pas) trouv\u00e9, dans une multiplicit\u00e9 de langues, de cultures scientifiques, de questionnements, c\u2019est aussi ce que l\u2019on esp\u00e8re de l\u2019Afrique. On esp\u00e8re aussi de l\u2019Afrique qu\u2019elle joue un r\u00f4le fondamental pour un retour vers une science multilingue et un monde de la traduction.
