Founded by the Department of Political Science of the University of Dar es Salaam (UDSM), it primarily focused on decolonizing the interpretation of significant events in African politics which has been monopolized by foreign \u201cexperts\u201d within the North-South knowledge divide. Over the last fifty years, <em>TARE<\/em> has gone through three main phases. The first phase was when it was directly published by the Department of Political Science (1971-2018); the second phase (2018-19) was when the journal was published by the Dar es Salaam University Press (DUP); and the third phase begun in 2019 when Brill started to publish the journal. During these phases, <em>TARE<\/em> has attracted manuscripts from renowned scholars from all over the world and has published regularly. Moreover, the journal has been indexed and abstracted in reputable databases such as Scopus. This paper revisits the fifty years of existence of <em>TARE<\/em>, focusing on its past, present and future. We note that since 2019, <em>TARE<\/em> has become more institutionalized and internationally visible. In terms of quality, it is now compared to some well-known journals published in the North. Awamu ya kwanza ilikuwa ile ya kuchapishwa kwake moja kwa moja na idara ya sayansi ya siasa (1971-2018); awamu ya pili (2018-19) ilifanyika wakati jarida hilo lilipochapishwa na Dar es Salaam University Press (DUP); na awamu ya tatu ilianza 2019 wakati Brill alianza kuchapisha jarida. Wakati wa awamu hizi, TARE ilivutia maandishi kutoka kwa wasomi maarufu duniani na kuchapishwa mara kwa mara. Zaidi ya hayo, jarida limeorodheshwa katika hifadhidata zinazotambulika kama vile Scopus. Makala haya yanaangazia miaka hamsini ya kuwepo kwa TARE, ikizingatia siku zake za nyuma, za sasa na zijazo. Tunaona kuwa tangu 2019, TARE imekuwa ya kitaasisi zaidi na inayoonekana kimataifa. Kwa upande wa ubora, sasa inalinganishwa na baadhi ya majarida yenye sifa nzuri zilizochapishwa katika nchi za Kaskazini. African Review<\/em> (<em>TARE<\/em>) a \u00e9t\u00e9 lanc\u00e9e en mars 1971 par le d\u00e9partement de science politique de l\u2019universit\u00e9 de Dar es Salaam (UDSM). Cette universit\u00e9 est la plus ancienne universit\u00e9 publique de Tanzanie. Elle a \u00e9t\u00e9 cr\u00e9\u00e9e le 25 octobre 1961 sous le nom d\u2019University College Dar es Salaam, un centre universitaire affili\u00e9 \u00e0 l\u2019universit\u00e9 de Londres. En 1963, elle est devenue un coll\u00e8ge de l\u2019universit\u00e9 d\u2019Afrique de l\u2019Est. L\u2019UDSM est devenue une universit\u00e9 \u00e0 part enti\u00e8re le 1er juillet 1970 par la loi n\u00b0 12 de 1970.<\/p><p>Fond\u00e9e durant les luttes d\u2019ind\u00e9pendance en Afrique, l\u2019universit\u00e9 a adopt\u00e9 les id\u00e9es r\u00e9volutionnaires de d\u00e9colonisation du continent de la domination politique et \u00e9conomique occidentale. C\u2019est \u00e0 cette \u00e9poque qu\u2019un groupe d\u2019historiens commun\u00e9ment appel\u00e9 \u00ab l\u2019\u00e9cole de pens\u00e9e de Dar es Salaam \u00bb a \u00e9merg\u00e9 du d\u00e9partement d\u2019histoire de l\u2019UDSM. Cette \u00ab \u00e9cole \u00bb \u00e9tait essentiellement contre le colonialisme et l\u2019imp\u00e9rialisme en Afrique et dans le \u00ab Sud \u00bb global (Ranger, 1971 ; Campbell, 1986 ; Chuhila, 2015). Parmi les ouvrages influents sortis \u00e0 cette \u00e9poque, citons <em>How Europe Underdeveloped Africa<\/em> (1972) de Walter Rodney, dont la pr\u00e9occupation \u00e9tait de savoir comment le syst\u00e8me capitaliste mondial avait r\u00e9ussi \u00e0 dominer le \u00ab Sud \u00bb, en particulier l\u2019Afrique. Rodney a expliqu\u00e9 de mani\u00e8re syst\u00e9matique et analytique comment le capitalisme, en tant que syst\u00e8me occidental, a \u00e9t\u00e9 export\u00e9 vers les r\u00e9gions les moins d\u00e9velopp\u00e9es du monde dans les ann\u00e9es 1880 sous la forme d\u2019un colonialisme visant \u00e0 dominer politiquement ces soci\u00e9t\u00e9s dans le but d\u2019en extraire de super profits \u00e9conomiques (Rodney, 1972). Cette perspective s\u2019est encore renforc\u00e9e lorsque la Tanzanie a adopt\u00e9 l\u2019<i>Ujamaa<\/i>, une forme de socialisme qui cherchait \u00e0 \u00e9tablir une soci\u00e9t\u00e9 libre de toute forme d\u2019exploitation.<\/p><p>L\u2019\u00ab \u00e9cole de Dar es Salaam \u00bb partage avec l\u2019\u00e9cole de la d\u00e9pendance (Prebisch, 1950 ; Cardoso &amp; Feletto, 1979) et la th\u00e9orie des syst\u00e8mes mondiaux (Wallerstein, 1974) son programme anti-imp\u00e9rialiste. Il n\u2019est pas surprenant que, des ann\u00e9es 1960 aux ann\u00e9es 1970, le point de vue anti-imp\u00e9rialiste ait inspir\u00e9 l\u2019enseignement, la recherche et les publications \u00e0 l\u2019UDSM (Mamdani, 2019). Cependant, la chute du mur de Berlin en 1989, puis l\u2019introduction de politiques d\u2019ajustement structurel par les institutions de Bretton Woods dans les ann\u00e9es 1980 ont boulevers\u00e9 la pens\u00e9e organisatrice de l\u2019\u00e9poque pass\u00e9e. L\u2019\u00ab \u00e9cole de Dar es Salaam \u00bb a perdu de son potentiel \u00e0 mesure que les pays du \u00ab Sud \u00bb ont \u00e9t\u00e9 contraints d\u2019accepter les conditions occidentales dans tous les aspects de la vie, y compris la science. Partant de ce contexte, l\u2019UDSM a d\u00e9velopp\u00e9 un certain nombre de politiques et de lignes directrices, notamment en ce qui concerne la recherche et la publication de revues, afin d&rsquo;encadrer les collaborations. Parmi ces instruments figurent la politique de recherche et les proc\u00e9dures op\u00e9rationnelles de l\u2019UDSM (2015) &#8211; 3e \u00e9dition, la politique et les directives des revues de l\u2019UDSM (2024), ainsi que la politique sur la propri\u00e9t\u00e9 intellectuelle de l\u2019UDSM (2015). Cet article analyse le d\u00e9veloppement de TARE dans le contexte des politiques et directives de l\u2019UDSM. Ce faisant, nous nous inspirons de notre article publi\u00e9 dans le volume 51 de TARE (Makulilo &amp; Henry, 2024) pour \u00e9largir et consolider le d\u00e9bat sur la collaboration dans l\u2019\u00e9dition de revues scientifiques.<\/p><h2>L\u2019\u00e9volution de <em>The African Review<\/em><\/h2><p>Nous analysons ci-dessous les trois phases de l\u2019\u00e9volution de <em>TARE<\/em> au cours des cinquante derni\u00e8res ann\u00e9es. Dans l&rsquo;espace de ce demi si\u00e8cle, la revue a connu des succ\u00e8s remarquables mais aussi de nombreux d\u00e9fis. Les contextes international et local ont influenc\u00e9 ce d\u00e9veloppement. Nous faisons le bilan de l\u2019\u00e9volution de la revue en soulignant comment chaque phase a permis \u00e0 la revue d\u2019atteindre une meilleure position.<\/p><h3><em>Premi\u00e8re phase : TARE publi\u00e9e par le d\u00e9partement de science politique (1971-2018)<\/em><\/h3><p><em>TARE<\/em> a \u00e9t\u00e9 fond\u00e9e le 1er mars 1971 (figure <em>1<\/em>). Initialement, la revue se concentrait principalement sur la d\u00e9colonisation de l\u2019interpr\u00e9tation des \u00e9v\u00e9nements importants de la politique africaine, monopolis\u00e9e par les experts \u00e9trangers. Elle \u00e9tait par cons\u00e9quent anticolonialiste et anti-imp\u00e9rialiste. \u00c0 partir des ann\u00e9es 1990, la revue s\u2019est concentr\u00e9e sur les questions contemporaines li\u00e9es \u00e0 la mondialisation, au d\u00e9veloppement et aux affaires africaines afin de rem\u00e9dier \u00e0 la fracture des connaissances entre le Nord et le Sud. De 1971 \u00e0 1975, la revue \u00e9tait dirig\u00e9e par un comit\u00e9 de r\u00e9daction plut\u00f4t que par un seul r\u00e9dacteur en chef. La majeure partie du travail au cours de cette p\u00e9riode \u00e9tait effectu\u00e9e par un r\u00e9dacteur adjoint et le comit\u00e9 de r\u00e9daction organisait une r\u00e9union avant la publication de chaque num\u00e9ro. Cette r\u00e9union approuvait les articles \u00e0 publier. \u00c0 partir de 1976, la revue a commenc\u00e9 \u00e0 \u00eatre dirig\u00e9e par un r\u00e9dacteur en chef. nomm\u00e9 par le chef du d\u00e9partement de science politique de l\u2019UDSM. Son service repose sur du b\u00e9n\u00e9volat. Il n\u2019y a pas de limite de dur\u00e9e sp\u00e9cifique pour exercer les fonctions d\u2019\u00e9diteur. Habituellement, on cesse lorsqu\u2019on assume d\u2019autres responsabilit\u00e9s qui pourraient affecter le fonctionnement de la revue, ou lorsqu\u2019il n\u2019est physiquement plus possible d\u2019exercer ses fonctions. L\u2019id\u00e9e est qu\u2019un r\u00e9dacteur en chef productif reste en poste jusqu\u2019\u00e0 ce qu\u2019il ressente le besoin de d\u00e9missionner.    <\/p><p><em>TARE<\/em> \u00e9tait au d\u00e9part une revue trimestrielle. Alors qu\u2019elle conna\u00eet une pause de 1979 \u00e0 1981, elle devient semestrielle en 1982 car, d\u2019une part, la revue ne disposait pas d\u2019assez de ressources de la part de l\u2019universit\u00e9 et, d\u2019autre part, elle recevait trop peu de soumissions pour pouvoir publier chaque trimestre. De 2022 \u00e0 2023, la revue est publi\u00e9e trois fois par an, et \u00e0 partir de 2024, cinq fois par an. Pendant environ quarante-cinq ans, elle paraissait uniquement sous forme imprim\u00e9e. Comme beaucoup d\u2019autres revues \u00e9dit\u00e9es dans les pays du Sud, <em>TARE<\/em> a \u00e9t\u00e9 confront\u00e9e \u00e0 des d\u00e9fis tels que l\u2019absence d\u2019un syst\u00e8me de revue institutionnalis\u00e9 et une d\u00e9pendance excessive \u00e0 l\u2019\u00e9gard de son r\u00e9dacteur en chef qui se chargeait de la r\u00e9vision des textes, de la relecture des \u00e9preuves et de la composition (Makulilo, 2013). Cela a entra\u00een\u00e9 d\u2019autres difficult\u00e9s telles que l\u2019irr\u00e9gularit\u00e9 des publications pendant quelques ann\u00e9es, une faible visibilit\u00e9 internationale, le manque de services d\u2019indexation et de r\u00e9sum\u00e9s, une mauvaise distribution, une mauvaise qualit\u00e9 d\u2019impression, des ressources financi\u00e8res peu fiables et insuffisantes, une publication combinant deux num\u00e9ros en un, l\u2019absence d\u2019un syst\u00e8me efficace de suivi des manuscrits depuis la soumission jusqu\u2019\u00e0 la d\u00e9cision, la difficult\u00e9 d\u2019attirer des auteurs potentiels entra\u00eenant un faible nombre de manuscrits, une gestion des archives d\u00e9faillante, et des difficult\u00e9s \u00e0 trouver des \u00e9valuateurs. Elle \u00e9tait connue internationalement car elle n\u2019a cess\u00e9 d\u2019attirer des auteurs et des chercheurs internationaux dans son comit\u00e9 de r\u00e9daction. De plus, gr\u00e2ce \u00e0 WorldCat (<em>WorldCat.org<\/em>), nous avons pu \u00e9tablir que, depuis son lancement en 1971, <a href=\"http:\/\/worldcat.org\/\">TARE <\/a>compte quatorze \u00e9ditions pr\u00e9sentes dans 559 biblioth\u00e8ques de par le monde \u2013 Europe, Asie, \u00c9tatsUnis, Am\u00e9rique latine, Australie, Canada et Afrique \u2013, y compris \u00e0 l\u2019universit\u00e9 d\u2019Oxford (biblioth\u00e8que de Rhodes House), la biblioth\u00e8que de l\u2019universit\u00e9 Yale, l\u2019universit\u00e9 Harvard, la biblioth\u00e8que du Parlement europ\u00e9en et l\u2019universit\u00e9 du Michigan. Cela signifie que la revue est lue dans le monde entier, faisant d\u2019elle un canal important pour le partage des connaissances scientifiques. En 2013, la revue a \u00e9t\u00e9 publi\u00e9e pour la premi\u00e8re fois en ligne. Plus pr\u00e9cis\u00e9ment, les num\u00e9ros publi\u00e9s \u00e9taient le volume 45 no 1 de juin 2018 (num\u00e9ro sp\u00e9cial), le volume 45 no 2 de d\u00e9cembre 2018 (figure 2) et le volume 46 no 1 de juin 2019. DUP a permis une meilleure visibilit\u00e9 de la revue. Cependant, suite au manque de personnel sp\u00e9cialis\u00e9 dans l\u2019\u00e9dition, \u00e0 l\u2019inad\u00e9quation des installations, \u00e0 l\u2019insuffisance des investissements en capital et aux syst\u00e8mes de distribution limit\u00e9s pour la commercialisation et la visibilit\u00e9 internationale, l\u2019id\u00e9e de rechercher un autre \u00e9diteur en collaboration a \u00e9t\u00e9 envisag\u00e9e. Actuellement, l\u2019universit\u00e9 travaille activement pour relancer DUP.     <\/p>\n<h3><em>Troisi\u00e8me phase : TARE publi\u00e9e par Brill (depuis 2019)<\/em><\/h3>\n<p>\u00c0 partir de mai 2016, nous avons commenc\u00e9 \u00e0 chercher un \u00e9diteur \u00e9tabli pour collaborer avec <em>TARE<\/em>. Dans un premier temps, nous avons contact\u00e9 Taylor &amp; Francis. <em>TARE<\/em> a suivi plusieurs processus, dont une \u00e9valuation jusqu\u2019en mars 2019 \u00e0 l\u2019issue de laquelle la revue a \u00e9t\u00e9 consid\u00e9r\u00e9e de mani\u00e8re positive. Cependant, deux probl\u00e8mes majeurs ont constitu\u00e9 un obstacle \u00e0 la collaboration avec Taylor &amp; Francis. Tout d\u2019abord, il fallait que <em>TARE<\/em> change de nom, puisqu\u2019\u00e0 cette \u00e9poque Taylor &amp; Francis \u00e9ditait une autre revue appel\u00e9e <em>Africa Review<\/em>, mais nous n\u2019\u00e9tions pas d\u2019accord car <em>TARE<\/em> avait alors d\u00e9j\u00e0 quarante-cinq ans d\u2019existence alors que l\u2019<em>Africa Review<\/em> allait vers ses sept ans. Ensuite, l\u2019autre probl\u00e8me concernait les abonnements : nous \u00e9tions cens\u00e9s produire des preuves d\u2019abonnements pour les cinq derni\u00e8res ann\u00e9es, \u00e9tant donn\u00e9 qu\u2019\u00e0 cette \u00e9poque <em>TARE<\/em> ne disposait pas de syst\u00e8me de gestion d\u2019archives solide, il \u00e9tait difficile de remplir cette condition. C\u2019est ainsi que nous avons par la suite contact\u00e9 l\u2019\u00e9diteur Brill et en juin 2019, un accord a \u00e9t\u00e9 n\u00e9goci\u00e9 et sign\u00e9 pour la publication de <em>TARE<\/em>. Dans le cadre de cet accord, Brill fournit \u00e0 la revue des infrastructures et entreprend la production finale et la distribution de la revue. L\u2019UDSM, quant \u00e0 elle, conserve la propri\u00e9t\u00e9 des droits d\u2019auteur et assume toutes les activit\u00e9s \u00e9ditoriales. Cet accord a significativement institutionnalis\u00e9 et am\u00e9lior\u00e9 la qualit\u00e9, l\u2019indexation, la distribution et la visibilit\u00e9 de la revue (figure 3). Notre \u00e9valuation actuelle indique clairement que la qualit\u00e9 de la <em>revue<\/em> s\u2019est consid\u00e9rablement am\u00e9lior\u00e9e. La revue dispose d\u00e9sormais d\u2019une liste potentielle de tous les \u00e9valuateurs disponibles selon diff\u00e9rentes sp\u00e9cialit\u00e9s. Le syst\u00e8me de gestion en ligne des articles (Editorial Manager, EM1 ) traite automatiquement tous les auteurs inscrits comme des \u00e9valuateurs potentiels. De plus, l\u2019\u00e9diteur peut y ajouter des relecteurs qui ne sont pas n\u00e9cessairement des auteurs. La revue compte d\u00e9sormais environ 400 experts, la majorit\u00e9 viennent des pays du Sud. Il n\u2019est donc pas difficile de trouver un \u00e9valuateur. Cependant, un d\u00e9fi persiste : la plupart n\u2019accomplissent pas leur mission dans les d\u00e9lais impartis, et le comit\u00e9 de r\u00e9daction les relance sans cesse afin qu\u2019ils rendent leurs \u00e9valuations dans les temps. De m\u00eame, le processus d\u2019\u00e9valuation par les pairs a \u00e9t\u00e9 syst\u00e9matis\u00e9.         <\/p>\n<p>Avant cet accord, <em>TARE<\/em> \u00e9tait uniquement index\u00e9e par EBSCOhost, elle l\u2019est d\u00e9sormais par Scopus et son indexation dans Web of Science est en cours. De plus, Brill a index\u00e9 et r\u00e9sum\u00e9 <em>TARE<\/em> dans le Chadwyck-Healey International Index to Black Periodicals, les bibliographies de l\u2019Acad\u00e9mie des sciences de Russie, <em>African Studies<\/em> Abstracts et JSTOR. Gr\u00e2ce \u00e0 JSTOR, par exemple, les anciens num\u00e9ros de la revue ont \u00e9t\u00e9 archiv\u00e9s. Cela est important pour nos lecteurs afin qu\u2019ils puissent appr\u00e9cier la riche histoire et l\u2019\u00e9volution de la revue dans le d\u00e9bat Nord-Sud.     <\/p>\n<p>La revue dispose d\u2019une plateforme en ligne, Editorial Manager, permettant la soumission d\u2019articles. EM est un syst\u00e8me de suivi des soumissions et des \u00e9valuations par les pairs en ligne, o\u00f9 les auteurs peuvent soumettre des manuscrits et suivre les diff\u00e9rentes \u00e9tapes du processus de publication. Que vous soyez auteur, \u00e9diteur ou critique, vous pouvez acc\u00e9der \u00e0 EM (figure 4) de n\u2019importe o\u00f9 et \u00e0 tout moment, \u00e0 condition d\u2019avoir acc\u00e8s \u00e0 un ordinateur dot\u00e9 d\u2019une connexion internet. Ce syst\u00e8me permet une interaction syst\u00e9matique entre les auteurs, les r\u00e9viseurs, les r\u00e9dacteurs et les \u00e9diteurs. De plus, il conserve une trace de toutes les activit\u00e9s entreprises au sein du syst\u00e8me. Il renforce donc la responsabilit\u00e9 de tous les acteurs, car il fournit un retour d\u2019information apr\u00e8s chaque \u00e9tape du processus.      <\/p>\n<p>Dans le cadre de cet accord, la revue dispose d\u2019un excellent site web (<a href=\"https:\/\/brill.com\/view\/journals\/TARE\/TARE-overview.xml\">https:\/\/brill.com\/view\/journals\/ tare\/tare-overview.xml<\/a>) contenant des informations importantes. H\u00e9berg\u00e9 par Brill, il est accessible \u00e0 tout moment, permettant une visibilit\u00e9 de la revue. <\/p>\n<p>Les perspectives de la revue ont chang\u00e9 en raison de la production industrielle. Apr\u00e8s cet accord, la fr\u00e9quence de la revue est pass\u00e9e de semestrielle \u00e0 cinq fois par an. \u00c0 partir de 2025, <em>TARE <\/em>sera publi\u00e9e bimensuellement. Cela signifie que le nombre d\u2019articles publi\u00e9s passera de 10 \u00e0 32 ou 40 par an. Le d\u00e9lai moyen de traitement des manuscrits pour la publication en s\u00e9rie varie de quatorze \u00e0 dixhuit semaines. Le taux moyen d\u2019acceptation des manuscrits est d\u2019environ 40 %. Cela a rendu la revue tr\u00e8s comp\u00e9titive et sa qualit\u00e9 s\u2019est consid\u00e9rablement am\u00e9lior\u00e9e. La revue est d\u00e9sormais publi\u00e9e sur abonnement et en libre acc\u00e8s. Chaque article publi\u00e9 contient des m\u00e9tadonn\u00e9es importantes telles que le titre, la date \u00e0 laquelle il a \u00e9t\u00e9 soumis, accept\u00e9 et publi\u00e9, ainsi que son identifiant d\u2019objet num\u00e9rique (DOI) et des mots-cl\u00e9s. De plus, chaque article comporte des donn\u00e9es qui indiquent le nombre de vues des r\u00e9sum\u00e9s, des textes ainsi que celui des t\u00e9l\u00e9chargements. Les articles publi\u00e9s sont promus via les r\u00e9seaux sociaux. Les donn\u00e9es montrent qu\u2019\u00e0 la fin juin 2023, la revue avait, en termes de t\u00e9l\u00e9chargements d\u2019articles, un taux de 126 % de plus qu\u2019en 2022, cela montre que la popularit\u00e9 de la revue augmente rapidement. Il convient de noter qu\u2019en 2020, le syst\u00e8me de mesures n\u2019\u00e9tait pas encore introduit pour <em>TARE.<\/em> \u00c9tant donn\u00e9 que la revue ne publie que 160 pages par num\u00e9ro, de plus en plus d\u2019articles sont publi\u00e9s en avance. En octobre 2023, environ 60 articles avaient d\u00e9j\u00e0 \u00e9t\u00e9 publi\u00e9s comme tels, cela a permis aux articles d\u2019\u00eatre accessibles aux lecteurs avant m\u00eame qu\u2019un num\u00e9ro sp\u00e9cifique leur soit attribu\u00e9. Dans le cadre de l\u2019accord, Brill, gr\u00e2ce \u00e0 ses infrastructures internationales, distribue la revue en ligne, imprim\u00e9 uniquement, ou imprim\u00e9 et en ligne \u00e0 plusieurs biblioth\u00e8ques dans le monde entier, conform\u00e9ment aux accords. Les clients peuvent commander des publications via <a href=\"mailto:customerservices@brill.com\">customerservices@brill.com<\/a>. Le b\u00e9n\u00e9fice provenant de la distribution est \u00e9quitablement r\u00e9parti entre les partenaires.                   <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5a80a8d elementor-widget elementor-widget-heading\" data-id=\"5a80a8d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Conclusion<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0156486 elementor-widget elementor-widget-text-editor\" data-id=\"0156486\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><em>TARE<\/em> a sa propre histoire et sa propre identit\u00e9. Au cours des cinquante derni\u00e8res ann\u00e9es, elle a connu de nombreux succ\u00e8s et d\u00e9fis. Cependant, le fait de disposer d\u2019un \u00e9diteur bas\u00e9 au Nord a aid\u00e9 la revue \u00e0 am\u00e9liorer sa qualit\u00e9 ainsi que sa visibilit\u00e9. L\u2019accord UDSM-Brill a chang\u00e9 la donne pour <em>TARE<\/em>. La revue est devenue de plus en plus comp\u00e9titive au niveau international et sa qualit\u00e9 est \u00e0 la hauteur de celle de certaines revues bien connues publi\u00e9es dans les pays du Nord. Brill, bien qu\u2019\u00e9tant une institution du Nord, a collabor\u00e9 de mani\u00e8re positive et \u00e9quitable avec l\u2019universit\u00e9 de Dar es Salaam pour publier la revue. En effet, <em>TARE<\/em> est devenue une plateforme importante pour la plupart des auteurs du Sud. Comme l\u2019explique le pr\u00e9sent article, ce r\u00e9sultat positif a \u00e9t\u00e9 rendu possible non seulement gr\u00e2ce \u00e0 la conception de l\u2019accord, mais \u00e9galement \u00e0 la volont\u00e9 des partenaires de se respecter mutuellement et de travailler de mani\u00e8re transparente. Founded by the Department of Political Science of the University of Dar es Salaam (UDSM), it primarily focused on decolonizing the interpretation of significant events in African politics which has been monopolized by foreign \u201cexperts\u201d within the North-South knowledge divide. Over the last fifty years, TARE has gone through three main phases. The first phase was when it was directly published by the Department of Political Science (1971-2018); the second phase (2018-19) was when the journal was published by the Dar es Salaam University Press (DUP); and the third phase begun in 2019 when Brill started to publish the journal. During these phases, TARE has attracted manuscripts from renowned scholars from all over the world and has published regularly. Moreover, the journal has been indexed and abstracted in reputable databases such as Scopus. This paper revisits the fifty years of existence of TARE, focusing on its past, present and future. We note that since 2019, TARE has become more institutionalized and internationally visible. In terms of quality, it is now compared to some well-known journals published in the North. We argue that a win-win collaboration between journals from the South and established publishers can improve the quality and visibility of the work produced.
